#altc 2014 University of Warwick



I've supported and/or attended the Association for Learning Technology conference since the last century when folks interested in technology and learning were really on the outer fringes of education or even  mainstream learning - at institutional level just starting to come out of cupboards where the audio-visual technicians lived or like me realising that as electronic typewriters vanished there was more we could do with computers in the classroom.

Without prejudice (I along with   Linda Creanor and Sarah Cornelius  was a conference chair )  I think the conference went really well this year. The venue , accommodation , food , wifi and technology on site all worked well . The keynotes , each in their own way pushed on the boundaries of learning and teaching while highlighting the opportunities and pitfalls that lie ahead. While the other sessions provided great insights into a broad range of current practice , highlighted useful changes in institutional and government policy or simply explored the challenges of big data , learner analytics , open badges and other new forms of delivery in the post MOOC - yet non apocalyptic world of learning.

They are worth tuning in to - I think they set the tone for learning for the next decade . Not the opening bit but skip to Jeff Haywood , Catherine Cronin and Audrey Watters keynotes


The three things that made me think most - beyond the excellent keynotes - were

1. The Big Red Balloon - offer on-line support for school pupils who have been marginalised by bullying and cannot attend mainstream schools .  Made me think about the support that is available for learners in schools in Scotland - it is a great example of how the world of on-line is transforming school education and supporting learners in new ways

2. The FE day focused on FELTAG - ( it could be  some new select perversion - ) but the feltaging debate was to a degree shaped by the non appearance of the new government minister in England . In corners around the conference there was a lot of private and public feltaging going on.

 The previous minister Matthew Hancock had laid out an ambitious vision for 10% of all further education in England being available on-line in the coming year with targets for 70% being available on-line by 2017.  The realities on ground from the sessions I attended are very different . The big institutions are making some headway but are not sharing learning materials . The private creators of content are touting their wares to fill the void and lots of policy,  not least changing regulations forcing folks to focus on more traditional methods of assessment make the ambitions hard  or expensive to achieve . What seemed lost in a lot of this debate was a sense of the learners . Too much discussion,  particularly those  by organisations with a commercial interest in these changes start off with revenue sharing models or cost cutting models or looking at other efficiencies none of which  benefit learners. It would be good to see more use of open educational resources and some sensible open on-line course activity in the English FE Sector . They could learn a lot from their colleagues in Higher Education.

3. I probably covered this in opening - but really just overall sense that in all sessions technology is now at the heart of all things learning related , not an adjunct , not a bolt-on but something that all institutions have strategic plans for and something that learners expect when they decide they wish to engage with learning.

There was a very active twitter stream and it is great to see all the other themes that caught folks attention.

My biggest disappointment was the poor turn out from Scottish FE. I think this is probably just a temporary blip given the scale of restructuring that is just coming to a conclusion in Scotland. I hope by next year and Manchester 2015 the regional colleges will not only have settled down but will already have a range of on-line offerings to offer both their region and beyond. There is a lot of great work happening in Scotland we could have used a few more voices shouting out about it.

An an individual or institutional membership of ALT is invaluable in providing an overview of learning technology both across the UK and internationally,  it  gives you a personal learning network who are active in solving practical problems,  pushing at the frontiers of learning , drafting policy at institutional or national level all to make learning better and more accessible to learners.Maren Deepwell  , Martin Hawksey and the ALT backroom team are a pleasure to work with too.

#altc2011 Thriving in a colder and more challenging climate review Part Two

Here is quick summary of the things I discovered or revisited in last half of the ALT-C Conference 


Karen Cator presented an interesting paper by video-cast to the assembly. Karen's focus in on mending a very fragmented school system - I'd argue a broken system - but others might argue a system with a strong independent and democratic tradition with a deep suspicion of anything led at national level.  They now have a national educational technology plan and they have just set up an organisation ( a bit like BECTA) to drive and support roll out of educational technology in schools across America.  Called the National Center for Research in Advanced Information and Digital Technologies (Digital Promisehttp://www.digitalpromise.org/  
They are starting off my looking at special software and systems to develop learning through games in first instance.


I spent some time in a couple of workshops re-familiarising my self with Glo-Maker which should be development tool of choice for most teachers in schools , colleges and HE . It is just so easy to use and creates sensible learning objects quickly. I still find lots of folk who don't know about it. 


Then an over view of new LSIS tool for evaluating organisations ICT capacity - a great tool ;  it is free and it is on-line . Particularly due to pretty live debate in Scotland around future of ICT in Schools I think at school level  this and tools like this are a great place for school leaders to start.  Though I am not sure that the Learning and Skills Improvement Service will be able to cope with all the developments that seem to be being pushed their way.


As a life long  Who fan - (just before I became a punk rocker)  - it was great to have dinner in the hall where "Live at Leeds" was recorded. 


As conference closed I enjoyed the style and old fashioned but hard nosed rhetoric in John Naughton's lecture . He sat and told us many things we knew but challenged us too . I think proof that the lecture is not dead.  Nice too to hear from one of those rare creatures a public intellectual.  I'm looking forward to seeing this and more on ALT Youtube Channel. 


The elephant in the room at this session and indeed many of sessions I attended is the impact that the new fee structures will have on higher education in England.  The Vice Chancellors have made the price 9,000 a year but no-one knows how it will really impact on recruitment and on institutional learner relationships.  This is a system in transition and one that is  afraid of the changes and times that lie ahead. 


It is also a system where learning technology now more than ever has the capacity to support learners on  the journeys that they want to make those  individualised learner journeys  . One wonders if the price will lead to greater product differentiation and those richer individualised learning opportunities but  the danger must be a crude race to the bottom with lots of institutional failures. The die is now cast.


And in all of this I hope not too many learner blues - the schools are currently packed with young folks who need a strong innovative and vibrant tertiary education system.

#altc2011 Thriving in a colder and more challenging climate review Part One

It has taken me longer than I thought to get to reflecting on #altc2011,   really as the winds of policy change have been blowing strongly in Scotland over last week or so.

Association of Learning Technology members should have a look at our Cabinet Secretary and Minister for Education Mike Russell - leading from the the front on giving the educational system a shake and trying to put the whole debate on educational technology in schools and beyond on a new and different footing - the debate is all focused on making the most of what we have in that colder and more challenging climate - which will be all the clearer at the end of this month when the Scottish budget settlement is finally revealed and in place.

It would be good too to get some input from the ALT Community in the work that is going on to shape the educational technology future of Scottish Education here - I am already seeing things where I know a lot of lessons have been already learned across FE and HE. Folks from global community should have a look at all  things tagged #EduScotICT.

It was a rare treat and a privilege to get away from my desk and get to a whole ALT-C conference and it did not disappoint I came back buzzing with ideas and just as significantly an armoury of practical solutions and for my day job some potential business opportunities. You can't really ask for a richer diet than this.

The big picture stuff which colleagues in Scotland should have a hard look at came from Uruguay , America and a timely reminder that "the future is here already it is just not evenly distributed". Though I came away from my first session being more and more convinced that the cycle of innovation adoption is getting shorter and shorter around the world.  Here is just a snapshot and some links for folks to have a look at

1. Day One  I managed to attend two of the pre-conference workshops 
  • The Horizon Report on new and emerging technologies really worth a look - especially on the ever shortening adoption curves. If we are thinking in Scotland around tools we will have access to in 3 years time this is the  place to look  This work is really worth having a look at.  This work is commissioned by JISC for the UK but is based on similar studies from around the world.
  • Also managed to spend some time looking at impact of learner analytics oops I should be calling it Activity Data . I am still a bit sceptical of this  approach  while I appreciate most organisations are now data rich and information poor . I worry that  monitoring  lots information on a business systems dashboard around an individual learners attendance , performance , time spent accessing VLE , books borrowed from library, even through GPRS how the move around campus  etc replaces human contact with the institution.  One staggering piece of research showed those borrowing most books at a particular institution were most likely to get a first class degree. 2.  Day Two

  • The highlight of conference for me was hearing Miguel Brechner and about the progress of the one lap-top per child programme and educational and social impacts of Plan Ceibal – a new approach to the use of technology in educationUruguay has deployed more than 450,000 computers to every pupil in state education from the 1st year of primary to the 3rd year of secondary school. 99% of these students now have Internet connectivity in their school. All wireless and we're talking schools some of which had no power before programme started. It is totally transformational.
    From Miguel - as all pupils have laptops and connectivity new challenges appear and the personalization of education becomes a real possibility.


  • I then spent a session looking at the growth of virtual schools and colleges around the world and in the UK .  Currently I get approached once a month or so by a new virtual college or school looking at ways they can support education in Scotland and Scotland's learners. Worth having a look at VISCED they are uncovering some great practice from around the world and some in our own backyard that has so far been over looked.

Barriers to Adoption of Open Educational Resources




Just spent some useful time in a workshop with lots of colleagues looking at  some of the challenges around the adoption of Open Educational Practices.

Here is wee list we came up with

  1. Generally legal issues around publishing in open way are not recognised by institutions or individuals
  2. There are issues around current employment contracts - not clear to individuals or institutions around IP rights. Simple things like what happens when an academic leaves or moves to another institution.
  3. Some practice that are ok in classroom under fair dealing or other institutional licences are not ok if works are published on openly - few institutions have specific copyright checker
  4. Human factor too - institutions and individuals may not have an appetite for sharing - job fears, quality fears , and also concerns around or repurposing materials not invented in the institution.
  5. Not enough knowledge about things like Creative Commons and other licence policies
  6. Not enough information on best formats for publication of OER - things like EPub format not well understood
  7. On using other peoples OER even under creative commons concern around attribution of derivative works
  8. On specific things like images where meta data can be important you may want to share image but be concerned about licence of meta data
  9. Good practice identified in Holland and Denmark where academics are mandated to publish to Open Educational Journals.

From my original list from last year


  • Exemplifying models of holistic assessment utilising range of different mediums.
  • Exploring use of E-portfolios and their application across institutional boundaries - portfolio moving with learner.
  • Describing and exemplifying Assessment strategies beyond the written word video or other evidence capture mechanisms including Virtual Worlds
  • Demonstrating use of Wki and Blogs for assessment of collaborative and group work
  • Piloting and creating models for test item sharing in (maths , sciences and computing ) how far can we share/ re-use  items between institutions /continents/ education systems  ?
  • Further exploring potential of Games Based Assessment
These areas of work and some broader work around building and defining Digital Literacy across  the spectrum of life long learning.and how qualifications support this.  

I'd add looking at how open educational resources are being used to support learning and teaching.

I still think too that the use of Crowd Vine is exemplary and I wish systems like this could be used as some of the other conferences and events I get to attend.

E-Cert Programme

Interesting project that creates an e-certificate and controls management and verification systems - can operate across different institutions and awarding authorities . Some really useful example uses from across UK  Allows educational organisation to issue these , learners to access these and  employers and institutions to use these - can be used to verify exam results, project work , e-portfolios . Candidate can submit their certification and the work that they have completed - can see lots of applications for this.

Don’t Lecture Me ! - Why we need to move away from the lecture theatre - a rabble rousing opening address.

I’ve heard some of this many times over the years and have experienced lots of awful teachers, lectures and conference presentations over the years. Donald does an entertaining spin through the challenges of getting individuals and institutions to move away from the lecture theatre. I agree with many of the challenges he identifies – but think we still have to find a way to move pedagogy on – and not least the  the pedagogues who like giving lectures when they can .. even in schools.  So not an easy challenge.

Hardly anyone who teaches in a University believes in any scientific methodology of teaching and learning or even tries to apply any of it. Collection of anecdotes rather than a data driven empirical approach and if any theories are used then they are half-baked. Maslow’s Hierarchy of Needs gets a doing it only survives because it is easy to put on a power point. Teachers always focus on what they are going to teach they hardly stop and think about how they are going to teach it.

Recommends  "The Media Equation " – book http://www.amazon.com/Media-Equation-Television-Information-Publication/dp/1575860538 some good ideas on applying new technologies to learning.

Teachers ask pseudo rhetorical questions and don’t really challenge learners. Lecturing grew from preaching in the middle ages and it has never really moved on. Was associated with reading and then instruction – but still a meaningless monologue.

Isaac Newton – was brilliant but no-one turned up to his lectures as no-one could understand them and his delivery was very poor – he often delivered them to empty rooms . Why put brilliant research scientists who can’t teach in front of undergraduates? Problem is not just people it is about methodology Richard Feynman teaching physics through lectures is almost an impossible task has to be through active learning.

Even the new recordings of lectures in YouTube are mostly rubbish – but it is still better to see a first class lecture on video than a mediocre one in the flesh. Russell Group Universities attendance drops to just around 50% among first years over a year.

Carol Twigg – Pew Research – move to active learning approach and redesign your courses around learning http://www.thencat.org/  actually a lot of potential in this work for curriculum for excellence in schools.

People need to be able to study at a distance in a much more enlightened way and universities need to share resources in much more creative ways – most medical faculties still have art /publications departments drawing and digitizing representations of the human body in a massively inefficient ways. When capital expenditure cuts come at least it will stop lots of monument building that has been going on campuses around the country.– most university buildings run at under 50% capacity which is scandal.

The Open University model is the way ahead.

Assessment Futures , New Ventures and ALT-C

I'm on my way down to the Association of Learning Technology Conference on Monday.  It is probably the best place for ideas and theory sharing across the UK Learning Technology community . I've been engaged with ALT since mid 1990's . But this post is not an advert for ALT it is to set up discussions with colleagues at the conference and beyond . The post will be picked up by the excellent Crowd Vine tool that is being used.

So if you are at ALT-C here is flavour of things we are up to and areas of my immediate interest at the conference.

As you would expect from National Awarding and Accreditation Body there is quite a lot of work going on around looking at different models of assessment.   By the current nature of our system this is largely work we are doing in  Further and Higher Education , Community and Workbased learning spaces - but a quick flavour of some of the themes that are emerging

The VLE is Dead

Some sectors are just discovering Virtual Learning Environments so it is premature to hail the death of these systems. I think the most telling point is the question to academic audience
How many of you would go to your Virtual Learning Environment to learn anything ?
For this audience a VLE is barren closed sterile environment suitable for learners but not a place where they would go to learn.

Have a listen - excellent speakers and the discussion is really broader than a discussion about the technology it is really a discussion about the organisation of learning within an institutional framework.

This is another excellent session from ALTC2009 . As you might expect I think they are setting the benchmark for using technology to share sessions at the conference.

ALT-C 2008: Rethinking the digital divide

I am missing ALT-C this week - but will follow what I can through twitter and bloglines. I enjoyed spell on the executive and still follow many friends from this time. I spotted this piece on the digital divide - some of the creativity across UK elearning is fantastic - (hit more button) and watch the section on eportfolios ( in Wales every one has one already ) I think this is a neat explanation for school pupils. Amused too that it looks like they are having an ALT equivalent of Teachmeet F.ALT.
(hosted on a wetpaint platform, it and Ning are really cool and easy to use at moment)

There has been some consistantly great and useable stuff coming from Pontydysgu the Welsh Educational Research Institute.

Reminds me too that there is still too much of a digital divide among those who work in Education and Life Long Learning. If you are interested in the broader UK community and interested in learning technology across the learning arena then ALT is worth joining.
